The rules themselves were altered: tools/chronicle.sh grows a per-pilot page builder and four more folds into its one stream, and tools/golden-check.sh learns that docs/pilot-*.html is machine-written like every other page of the book. No rule changed meaning; GR10 puts any touch of tools/ in its own commit with the reason on the record.
