The rules themselves were altered: the rules had drifted from the checks that enforce them. GR2 now admits the one tool that talks to the network and says exactly how far that goes; src/game/tally.js joins the commons, because a punishment the punished can switch off is not one; GR5 and GR11 name the machinery they actually stand on; and the counts in the rulebook, the referee and the hooks finally agree with each other.
On this day David Friedrich invoked an override: GR6 - the referee cannot land in pieces. tools/chronicle.sh is 1215 lines by itself and clears the budget alone, so splitting buys no smaller commit, only more of them. GR10 already forces this to land apart from the game; this is that half, whole.
